"Captain America II: The Winter Soldier" had a lot of action in it, a lot more than the first installment, But basically it was about Steve Rogers (Captain America) dealing with the fact that he indeed was in the 21st century and that they had saved another from his time period, his best friend Bucky Barnes a Sergeant in the 107th infantry as we see in flashbacks from the first movie throughout this one. But it turns out- Hydra- the Nazi regulated regime that was originally headed by Johann Schmidt (Red Skull) is back and in full swing, covertly of course, along with some agents of Shield - the very same organization that had thawed Cap out in "Captain America : The First Avenger" so not only does Steve have The Winter Soldier on his radar but now he has to defend Shield from the inside.
The Winter Soldier was created by Hydra as their main weapon of defense, I like to think of him as an evil Captain America, They knew that Steve would remember his childhood friend and so they wiped all of Bucky Barnes' memories of Steve and implanted him with fake memories but near the end The Winter Soldier keeps having relapses in his memories- of Steve and their times together in the Army. So naturally he becomes confused and disoriented and angry.
Much like the Captain- but Steve ends up dealing with Hydra the only way he knows how- by kicking ass. With the help of Black Widow and Falcon of course.
